Open shelving looks tidy in a photograph taken on day one. In practice offices accumulate, and by month three an open unit is a visible record of everything nobody has filed.

Height is a planning decision
Desk-height cupboards double as a surface and keep sight lines open across a floor. Full-height units hold considerably more but wall the space off.
